On the ground, overground and all at sea: a review of organizational reforms of the European transport industry
A review of the progress towards a single European transport market is provided. Based on over 200 interviews, trends in ownership and competition since 1980 for the four key transport sectors (air, rail, road and water) are analyzed. Differences in the perceptions between the 15 European states studied concerning the balance between regulatory and market failure and the importance of externalities are identified. As a result, it is concluded that the structure of the European transport system is currently something of a patchwork quilt. Ways of improving the structure and hence the conduct and performance of each of the four transport sectors are suggested.
