The first deliverable was the contextual report and conceptualised citizenship, and more specifically Participatory Citizenship. It identified the competing models of citizenship (e.g., liberal, civic republicanism, communitarian and the critical model) and concluded with the proposal of a working definition of Participatory Citizenship
