Flood Re - planning for the future or postponing the inevitable?
On 14 May 2014, the Water Bill gained Royal Assent and became an Act of Parliament. The new piece of legislation lays the foundation for the Flood Reinsurance Scheme (‘Flood Re’) that the government together with the Association of British Insurers (‘ABI’) has devised to promote the availability and affordability of consumer flood insurance in the UK. This short comment addresses some of the key points related to the scheme. Although the Secretary of State is yet to make detailed provisions with regard to the structure and working of Flood Re, information can be derived to a certain extent from the Memorandum of Understanding (MoU) agreed by the government and the ABI in June 2013.
