Most observers in Britain cautiously welcome the proposal by the Commission of the European Communities for a Regulation concerning public service requirements and the award of public service contracts in passenger transport by rail, road, and inland waterways (COM(2000) 7). Most see it as a timely revision of regulation 1191/69, concerning public service obligations, updated by regulation 1893/91 to take into account public service contracts.
