Big data, consequentialism and privacy
In this chapter, I consider the use of data in order to alter people’s choices, along the lines of the ‘nudge’ philosophy of Richard Thaler and Cass Sunstein. Although this technique of opinion management is part of the toolbox of both the private and public sectors, the greater powers of the public sector to compel citizens mean that its legitimacy is all the more important. In this chapter, I concentrate on whether government is justified in using data in this context to drive policy to produce good outcomes for citizens.
