Iraqi politics, 1921-41 : the interaction between domestic politics and foreign policy

The aim of this thesis is to explain the nature, the development and the interaction of 'Iraqi domestic politics and foreign policy. A historical and socio-political approach is used to describe and analyse salient events between 1921 to 1941, since few theoretical approaches and general conceptions are considered relevant to illuminate, organise and structure the substance of this study. The study is divided chronologically into three main parts: (I) Faysal's era 1921-19881 (II) Glint's reign 1988-19891 (III) Rashid All's period 1989-1941. Faysal's era the formative and nation building period, is the most crucial and dynamic one whereas the other two periods are characterised by chronic political instability and socio-political fragmentation which limits Iraq's positive initiatives within the external environment. Though the central division between internal and external environments is blurred in real life, it seems analytically useful. Iraq basic objectives in its foreign or in Its domestic policies have remained essentially unchanged since 1932. They can be summarised as follows: 1. Establishing friendly and effective relations with one of the great powers (i.e. in the period of our study, a good Anglo-Iraqi relationship and an attempt to take up Axis overtures); 2. Asserting Iraq's political leadership in the Arab Fertile Crescent countries by devising 'ill-fated' dynastic pan-Arab unity schemes; 3.Perhaps most Importantly, creating the necessary degree of national and socio-political Integration; 4. Preserving the country's national-territorial integrity; 5. Hastening Iraq's socio-economic development by increasingly depending on the nation's abundant oil wealth.
