Public private partnership in English education: the governance and its shaping factors in Hong Kong and Japan
Many societies resort to public private partnership in the provision of public schooling, expecting it to help ensure an equal access to high quality education for all. English education is one of the popular areas for this turn. The partnership motivated by this agenda, however, may evolve very differently across contexts. For instance, in Japan, almost all decisions are made centrally by different levels of governments, while, in Hong Kong, they are in principle left to the discretion of individual schools. This study maps its diverging governing practices across these two jurisdictions and identify potential factors which have set their paths differently. The findings will contribute to understanding the trajectory of this particular government initiative as a result of its intimate interaction with the historical, social and political background.
