Fertilizer resources are of great importance to agriculture, both in relation to the economy, agronomy and environmental impact. Previous survey on storage and use of fertilizer resources was carried out in 2013. It was then recommended that it be carried out similar surveys at 5-year intervals. The Directorate of Agriculture, the Ministry of Agriculture and Food and the Directorate of the Environment have reported a need for a more frequent update of knowledge as a basis for introducing measures to safeguard obligations in the Kyoto Protocol, the Gothenburg Protocol, the Nitrates Directive, the water directive, as well as the work on new animal manure regulations. Statistics Norwayand the Norwegian Environment Agency has reported a need for an updated data base for the emission accounts to air and for the development of regional nutrient balances for agriculture.
