This dataset supports the Technical Assessment chapter in The theoretical and practical aspects of railway reform: implications for Saudi Arabia. 

DESCRIPTION OF THE DATA
The dataset is designed to conduct the technical assessment. The data covers 29 railway systems from Africa, Asia and Europe from 2000 to 2017. The data was collected from the International Union of Railways (UIC) and the World Bank and filled from the annual reports published by railway companies. The dataset consists of two outputs and three inputs. The two outputs are passenger and freight carried measured as passenger-km and tonne-km, respectively. The three inputs are the total number of rolling stocks (locomotives, coaches, wagons and railcars), the network-line length in km and the number of employees. Rail policy variables that reflect railway reform are also included in the dataset. The vertical structure is represented by the vertical integration, the institutional separation and organisational separation. The horizontal structure is represented by the regional separation of rail services and the market function separation. The competition forms are represented by the freight market deregulation and the competitive tendering for passenger rail services. Lastly, the dataset contains GDP per capita, population density and line density as country characterisations.
