Abstract
This chapter outlines the political and philosophical significance of internal displacement, reconstructs the development of the category of the ‘internally displaced person’ (IDP) as an object of international concern, identifies some of the main philosophical questions raised by internal displacement, and describes the structure of the volume. First, it outlines the development of the international order’s conceptualization and treatment of internal displacement. Then, it draws out some of the main philosophical questions raised by internal displacement through a discussion of the 1998 Guiding Principles on Internal Displacement. Finally, it describes the structure of the volume and draws connections between the chapters that follow.
