The performance requirement for the Voyage Data Recorder carried by the world's shipping was first defined in 1996. The report analyses the experience of the VDR record through published material, interviews and an industry survey. From this experience and from advances in modern shipborne instrumentation, the report argues for changes to the existing requirements and standards, together with new data elements. The impact of these changes is also discussed
