The dawn of 2003 sees the launch of the NHS University (NHSU) consultation document Learning for Everyone: A Development Plan for NHSU (Department of Health (DoH), 2002). Pertinent to this educational debate is the reality that more than 2 million people are employed within the NHS and social care services and that this workforce consists of some of the most well educated and also some of the least well educated people in society.
