Editorial: Every child matters: some key issues for health services
The recently published Green Paper Every Child Matters (Department for Education and Skills, 2003) outlines wide-ranging proposals to reform services to children and their families. It aims to strengthen child protection services for the most vulnerable children and at the same time give all children the best opportunities and start in life. Importantly, the authors recognize that child protection cannot be separated from policies to improve children’s lives. Hence, the proposals centre around outcomes that help to ensure that children: enjoy good physical and mental health; are kept safe from harm; develop the skills for adulthood; are involved in a positive way with their local community; and are not prevented from reaching their full potential by economic disadvantage.
